- Paper test is needed to pass to get a license. Expected to combine with paper test for Taxi in Nov 2025.
- Driver needs to meet the age and conviction requirement.
- Vehicle must be less than 12 years, with annual inspection.
- Commercial third party insurance is required.

The price of commercial third party possibly is the key for those who are driving, whether it is full time or part time. As the law just pass, it will take time for insurance companies to develop a new plan and pricing for it.
